About ICUDEF (Iteso Cultural Union Development Foundation)
The Iteso Cultural Union Development Foundation (ICUDEF) is the development arm of the Iteso Cultural Union (ICU). It was established to mobilize resources, coordinate strategic projects, and implement programs that promote the welfare, culture, and socio-economic empowerment of the Iteso people.
Importantly, ICUDEF is not an independent organization. It operates fully under the structure and administration of ICU, and functions in strict alignment with the institution’s vision, cultural values, and leadership hierarchy.
ICUDEF works to transform the cultural vision of the Iteso people into tangible outcomes through fundraising, partnerships, research, project management, and professional advisory services. Its mission is to preserve heritage, empower communities, and unlock opportunities in education, health, tourism, agriculture, and enterprise.
Leadership
ICUDEF is chaired by Dr. Eriaku Peter Emmanuel, and brings together a team of highly skilled professionals and leaders:

ICUDEF is firmly embedded in the governance structure of the Iteso Cultural Union:
• Supervision: ICUDEF is supervised by the Prime Minister and the Cabinet of ICU.
• Appointment of Board:
1. The Cabinet nominates and vets potential members.
2. The Council of ICU reviews and approves the appointments.
3. Papa Emorimor (His Highness the Cultural Leader) endorses the board.
• Reporting Line: ICUDEF reports monthly to the Prime Minister, who then briefs Cabinet and Council. This guarantees accountability and transparency within the institution.

Core Mandate of ICUDEF
- Mobilizing funds for ICU’s flagship projects such as the Ere Iteso Cultural Centre and the Royal Palace Project.
- Creating sustainable endowment and investment funds to support ICU.
- 2.Education & Scholarship Programs
- Overseeing initiatives like the Clan Education Scheme, scholarships, and skills development programs for youth.
- Supporting documentation of history, protection of sacred sites, and promotion of Teso as a cultural tourism hub.
- Advancing projects in health, agriculture, technology, and economic empowerment for all Ateker communities.
- Building bridges with governments, development agencies, investors, and the Teso diaspora.
Strategic Role
ICUDEF gives ICU a professionalized development arm that translates the vision of the cultural institution into tangible outcomes. By combining traditional authority with modern professional expertise, ICUDEF ensures that development is both culturally rooted and future-focused.
It remains an arm of ICU, not a parallel body—dedicated solely to advancing the Iteso community under the leadership of Papa Emorimor and the ICU administration.
